Tax Expertise

Tammy Blackburn’s experience as an ASA (Accredited Senior Appraiser) and Special Magistrate for 14 counties throughout Florida makes her uniquely qualified to perform Ad-Valorem valuations for Tangible Personal Property tax.  Ms. Blackburn has presided over Tangible Personal Property tax dispute hearings in Florida for seven years.  Her position as Special Magistrate required her to stay current on the statutes pertaining to personnel property taxation and advise county Value Adjustment Boards regarding decisions for tax appeal cases.

Today, she employs those same analytical methods in providing fair value appraisals of taxable assets for taxation disputes.

Tax Appraisal Defense

Tangible Personal Property (TPP) typically refers to taxable, commercial business assets. These assets can include personal property, but TPP usually refers to assets involved in contributing to the operation of a business. A TPP property tax valuation is used to determine and negotiate taxable value.

Taxpayers and tax advocates who hire experienced, accredited appraisers to determine property values have a greater chance of negotiating their assessed values with the county property appraiser. If a mediation meeting isn’t possible, these clients can pursue an appeal before a Value Adjustment Board or at a court proceeding.

County property appraisers who hire experienced, accredited appraisers to determine values can more readily defend their assessment, retaining their presumption of correctness.

For either party, taxation appraisals require:

  • Compliance with local regulations and statutes
  • Developed using professionally accepted appraisal practice
  • Sufficient explanation of methodologies employed
  • Clear, concise, and comprehensive appraisal presentation

Our reports clearly demonstrate the appraisal process, the source data relied upon, and are backed by significant, relevant evidentiary documentation that collectively comes together to support our values.

Our attention to detail ensures that our reports not only comply with the state statutes and professionally accepted appraisal practice, but also specifically state how we considered the requirements of law in developing our values.

A thrououghly prepared property tax valuation can take weeks or months to complete. Contact us today to learn how a properly performed appraisal can help lower your Tangible Personal Property tax.

Tax Reduction Assistance

In addition to appraisals, we offer various other property tax appeal services. An accurate Tangible Personal Property (TPP) tax return can significantly reduce your tax obligation. We assist taxpayers, CPAs, and tax advocates in the preparation of these returns so that the taxpayer does not over-report assets.

To ensure the best outcome, we perform a physical inspection to determine accuracy of the reporting. Our experience inspecting a wide variety of property types and industries has given us a keen eye for spotting discrepancies in asset classification (affecting the depreciation period), vintages, asset descriptions, and physical condition. We can also reconcile accounting cost records to your asset list to ensure that non-taxable costs are omitted from taxation.

Our inspections and reporting contain recommendations such as:

  • Dispose or sell aging or unused assets
  • Physical condition deduction for assets that are below-average
  • Reclassify asset groups with incorrect useful lives applied
  • List property disposals that were removed from service prior to the effective date
  • Removal of duplications
  • Avoid double taxation by reclassifying as Tangible Personal Property or Real Property
  • Identify assets or categories that might not be cost-effective to have appraised

During the asset verification process, we can implement a time-saving asset tagging system. Asset tagging will help you maintain additions and disposals, allowing future filings to be more accurate and efficient.
