Tax Expertise
Tammy Blackburn’s experience as an ASA (Accredited Senior Appraiser) and Special Magistrate for 14 counties throughout Florida makes her uniquely qualified to perform Ad-Valorem valuations for Tangible Personal Property tax. Ms. Blackburn has presided over Tangible Personal Property tax dispute hearings in Florida for seven years. Her position as Special Magistrate required her to stay current on the statutes pertaining to personnel property taxation and advise county Value Adjustment Boards regarding decisions for tax appeal cases.
Today, she employs those same analytical methods in providing fair value appraisals of taxable assets for taxation disputes.
Tax Appraisal Defense
Tangible Personal Property (TPP) typically refers to taxable, commercial business assets. These assets can include personal property, but TPP usually refers to assets involved in contributing to the operation of a business. A TPP property tax valuation is used to determine and negotiate taxable value.
Taxpayers and tax advocates who hire experienced, accredited appraisers to determine property values have a greater chance of negotiating their assessed values with the county property appraiser. If a mediation meeting isn’t possible, these clients can pursue an appeal before a Value Adjustment Board or at a court proceeding.
County property appraisers who hire experienced, accredited appraisers to determine values can more readily defend their assessment, retaining their presumption of correctness.
For either party, taxation appraisals require:
- Compliance with local regulations and statutes
- Developed using professionally accepted appraisal practice
- Sufficient explanation of methodologies employed
- Clear, concise, and comprehensive appraisal presentation
